As South Korea and US end military drills, how will North Korea react?

Many Korea watchers speculated that once joint military drills ended, so would increased tensions with North Korea. But at least one analyst says this might the moment the North lashes out again.?

The US-South Korea annual military exercises ended without incident on Tuesday, perhaps allowing a chance for weeks of tensions on the Korean peninsula to enter an indefinite period of calm.

The annual military defensive exercises are intended to act as a deterrent to North Korea through shows of military prowess.?North Korea, however, called the two month-long exercises an aggressive invasion threat and promised military retaliation if provoked directly.

But now that the exercises are over, the North could tell its people that its own military successfully warded off the threat, conceivably allowing it enter dialogue with the South without appearing to lose face.?But some analysts argue that as the general atmosphere has cooled, action by North Korea could actually be more likely.

?Now that the exercises are over, this is an opportune time for a missile launch,? says Sung-yoon Lee, professor at the Fletcher School of Law and Diplomacy, Tufts University. ?Now that their adversaries have their guard down, they could go ahead with a launch now, ahead of the upcoming summit between Obama and Park Geun-hye, to put pressure on Park.?

South Korean President Park Geun-hye, who was inaugurated on Feb. 25, is scheduled to meet with US President Obama in Washington on May 7. North Korea has been known to purposely raise tensions in an effort to rattle new administrations in Seoul or Washington.?

"The drill is over, but the South Korean and US militaries will continue to watch out for potential provocations by the North, including a missile launch," said Kim Min-seok, a spokesperson for South Korea?s Ministry of National Defense.

The two-month long exercises started up shortly after the North's third nuclear test in February and involved around 10,000 US troops and 200,000 South Korean forces. Throughout the exercises, some impressive weaponry was shown off, including B-52 bombers and a nuclear-armed submarine. After the exercises began, the North announced it was scrapping an armistice agreement that effectively put the Korean War on hold, and said it was?entering a "state of war." The North also cut two hotlines to South Korea, symbols of North-South cooperation, but left a joint economic region alone until April.?

The jointly-operated Kaesong industrial park, the last major symbol of cooperation between South and North?was designed to economically benefit both sides, providing South Korean companies with cheap labor, and North Koreans with much needed income. Since it was started in 2004, it has survived years of chilly inter-Korean relations.?

But North Korea unexpectedly barred South Koreans from entering the area early in April and then withdrew all its workers shortly thereafter. Though some South Korean workers stayed at the complex, many went back to South Korea.

The situation at Kaesong is one aspect of the crisis that appears set to continue.

Yesterday, 43 of the final 50 South Korean workers in Kaesong returned home. Seven stayed behind to deal with some unpaid wages, as North Korea has not approved their departure yet, according to Chosun. There is not yet any indication that Seoul and Pyongyang will cooperate in finding a way to get operations at the complex back underway. The complex brought in about $80 million in revenue for North Korea in 2012, so there is a large financial incentive for the North to restart business there.?

Today South Korean Minister of Unification Ryoo Kihl-jae said that while the South is interested in restarting operations at Kaesong, Seoul wouldn?t accept just any conditions demanded by North Korea.

"It is pointless to normalize operations at the Kaesong Industrial Complex if it entails accepting unreasonable claims and preconditions," Minister Ryoo said.

All throughout the war games, many analysts speculated that North Korea?s intention was to stir tensions and pull back at the last minute from any kind of engagement in an effort to strengthen its bargaining position when it returns to the table at some later date.?

?The general principle is to escalate tensions in order to later be able to negotiate from a position of strength,? Leonid Petrov, a researcher in Korean studies at Australian National University, told the Monitor on Apr. 10.

Turtle genome analysis sheds light on turtle ancestry and shell evolution

Apr. 28, 2013 ? From which ancestors have turtles evolved? How did they get their shell? New data provided by the Joint International Turtle Genome Consortium, led by researchers from RIKEN in Japan, BGI in China, and the Wellcome Trust Sanger Institute in the UK provides evidence that turtles are not primitive reptiles but belong to a sister group of birds and crocodiles. The work also sheds light on the evolution of the turtle's intriguing morphology and reveals that the turtle's shell evolved by recruiting genetic information encoding for the limbs.

Turtles are often described as evolutionary monsters, with a unique body plan and a shell that is considered to be one of the most intriguing structures in the animal kingdom.

"Turtles are interesting because they offer an exceptional case to understand the big evolutionary changes that occurred in vertebrate history," explains Dr. Naoki Irie, from the RIKEN Center for Developmental Biology, who led the study.

Using next-generation DNA sequencers, the researchers from 9 international institutions have decoded the genome of the green sea turtle and Chinese soft-shell turtle and studied the expression of genetic information in the developing turtle.

Their results published in Nature Genetics show that turtles are not primitive reptiles as previously thought, but are related to the group comprising birds and crocodilians, which also includes extinct dinosaurs. Based on genomic information, the researchers predict that turtles must have split from this group around 250 million years ago, during one of the largest extinction events ever to take place on this planet.

"We expect that this research will motivate further work to elucidate the possible causal connection between these events," says Dr. Irie.

The study also reveals that despite their unique anatomy, turtles follow the basic embryonic pattern during development. Rather than developing directly into a turtle-specific body shape with a shell, they first establish the vertebrates' basic body plan and then enter a turtle-specific development phase. During this late specialization phase, the group found traces of limb-related gene expression in the embryonic shell, which indicates that the turtle shell evolved by recruiting part of the genetic program used for the limbs.

"The work not only provides insight into how turtles evolved, but also gives hints as to how the vertebrate developmental programs can be changed to produce major evolutionary novelties." explains Dr. Irie.

Another unexpected finding of the study was that turtles possess a large number of olfactory receptors and must therefore have the ability to smell a wide variety of substances. The researchers identified more than 1000 olfactory receptors in the soft-shell turtle, which is one of the largest numbers ever to be found in a non-mammalian vertebrate.

This month was a pair of French knickers, and Lingerie Letters had gone very tres chic with their love notes they send out along with the knickers!

They are more similar to a pair of boxer shorts, compared to traditionally fitted underwear. If you wear these during the day, be sure to pair them with very loose fitting pants or a flowing skirt as they can create quite a large visible panty line with the likes of wearing skinny jeans for example.? I think might become a new part of my nightwear, haven?t decided yet though.

Reading wordless storybooks to toddlers may expose them to richer language

Apr. 29, 2013 ? Researchers at the University of Waterloo have found that children hear more complex language from parents when they read a storybook with only pictures compared to a picture-vocabulary book. The findings appear in the latest issue of the journal First Language.

"Too often, parents dismiss picture storybooks, especially when they are wordless, as not real reading or just for fun," said the study's author, Professor Daniela O'Neill. "But these findings show that reading picture storybooks with kids exposes them to the kind of talk that is really important for children to hear, especially as they transition to school."

The study, by Professor O'Neill of the Department of Psychology at Waterloo, and Angela Nyhout, a graduate student, recorded 25 mothers while they read to their toddlers both a wordless picture storybook and a vocabulary book with pictures.

"What we found was that moms in our study significantly more frequently used forms of complex talk when reading the picture storybook to their child than the picture vocabulary book," said Professor O'Neill.

The researchers were especially interested in looking at the language mothers use when reading both wordless picture storybooks and picture vocabulary books to see if parents provided extra information to children like relating the events of the story to the child's own experiences or asking their child to make predictions.

"So, when reading the picture story, we would hear moms say things such as 'where do you think the squirrel is going to go?' or 'we saw a squirrel this morning in the backyard.' But we didn't hear this kind of complex talk as often with vocabulary books, where mentioning just the name of the animal, for example, was more common, " said Professor O'Neill.

The results of the study are significant for both parents and educators because vocabulary books are often marketed as being more educational. "Books of all kinds can build children's language and literacy skills, but they do so perhaps in different ways," said Professor O'Neill. "It's exciting to find that even short wordless picture books provide children with exposure to the kinds of sophisticated language that they will encounter at school and that lay the foundation for later reading development."

A Research Development Initiative grant, which the Social Sciences and Humanities Research Council of Canada awarded to Professor O'Neill, supported this research.

(AP) ? Tim Tebow has been waived by the Jets, the end of an unsuccessful one-season experiment in New York.

Coach Rex Ryan said in a statement put out by the team in announcing the move Monday morning: "Unfortunately, things did not work out the way we all had hoped."

The Heisman Trophy winner attempted just eight passes after his ballyhooed arrival in a trade from the Denver Broncos in March 2012. He threw for 39 yards and rushed 32 times for 102 yards.

Meanwhile, starter Mark Sanchez struggled amid constant questions about Tebow's playing time. The Jets drafted quarterback Geno Smith in the second round of the NFL draft Friday.

Tebow had led the Broncos to the playoffs in 2011 but became expendable when Denver acquired Peyton Manning.

Christie: Obama kept every Sandy promise

HIGHLANDS, N.J. (AP) ? New Jersey Gov. Chris Christie said Monday that President Barack Obama "has kept every promise he's made" about helping the state recover from Superstorm Sandy.

Speaking on MSNBC's "Morning Joe" program on the 6-month anniversary of the deadly storm, the Republican governor said presidential politics were the last thing on his mind as he toured storm-devastated areas with Obama last fall.

"The president has kept every promise he's made," said Christie, widely considered a potential candidate for the Republican presidential nomination in 2016. "I think he's done a good job. He kept his word."

Christie's warm embrace of Obama after the storm angered some Republicans, who said it helped tip a close presidential election to the Democrat and away from Mitt Romney, who Christie endorsed and for whom he campaigned last fall.

Christie says he and Obama have fundamentally different views on governing. But he said the two men did what needed to be done for a devastated region.

"I've got a job to do," he said. "You wake up and 7 million of your 8.8 million citizens are out of power, you're not thinking about presidential politics."

Christie challenged his critics to put themselves in his shoes while dealing with the massive storm, predicting none of them would have done anything differently.

"I have a 95 percent level of disagreement with Barack Obama," Christie said. But that did not come into play while dealing with the storm.

"We saw suffering together," Christie said. "Everything the president promised me they'd do, they've done. I don't have any complaint this morning on the issue of disaster relief."

Sandy destroyed about 360,000 homes or apartment units in New Jersey, and some areas along the shore are still devastated.

Later Monday, U.S. Housing and Urban Development Secretary Shaun Donovan is to appear with Christie at a press conference, where it is expected the secretary will announce federal approval of New Jersey's plans to spend more than $1.8 billion in federal grants on storm rebuilding and recovery.

"We'll start to see that aid start flowing this week," Christie said on the show. "We still have tens of thousands of families who aren't back in their homes. Job One is to get the grant program going."

Congress approved more than $60 billion in Sandy relief funds, most of it for New Jersey and New York, despite opposition from many Congressional Republicans who wanted to spend less.

From The Hackathon, HangoutLater Helps Find A Good Central Location To? Hang Out Later

P1010631After 24 hours of hard work at the Disrupt NY Hackathon, Michael Kolodny, Jingen Lin and Ricardo Falletti demoed us HangoutLater, a nifty hack built on top of the Foursquare API. When you check in and a friend is close to you, it will ask you if you want to hang out later. Then, it will automatically find you a central location to meet. Kolodny and Lin already knew each other before the event. They met Falletti at the Manhattan Center. As they already knew what they wanted to work on, they started developing right away. Over the past 24 hours, the team has not slept a single minute to deliver this hack built in Python using the Django framework. They certainly needed Red Bull and coffee to keep going during the wee hours of the night. Yet, The team had a great time and will certainly take part in other hackathons. When asked whether Kolodny will hang out later with fiends that were not at the hackathon, he said that he wouldn’t use the service this afternoon. It’s time for them to celebrate, or more probably to finally rest. Watch the onstage demo:

Pushing the boundaries of transcription

Like musicians in an orchestra who have the same musical score but start and finish playing at different intervals, cells with the same genes start and finish transcribing them at different points in the genome. For the first time, researchers at EMBL have described the striking diversity of messenger RNAs (mRNAs) that such start and end variation produces, even from the simple genome of yeast cells. Their findings, published today in Nature, shed new light on the importance of mRNA boundaries in determining the functional potential of genes.

Hundreds of thousands of unique mRNA transcripts are generated from a genome of only about 8000 genes, even with the same genome sequence and environmental condition. "We knew that transcription could lead to a certain amount of diversity, but we were not expecting it to be so vast," explains Lars Steinmetz, who led the project. "Based on this diversity, we would expect that no yeast cell has the same set of messenger RNA molecules as its neighbour."

The traditional understanding of transcription was that mRNA boundaries were relatively fixed. While it has long been known that certain parts of mRNAs can be selectively 'spliced' out, this phenomenon is very rare in baker's yeast, meaning that the textbook one gene - one mRNA transcript relationship should hold. Recent studies have suggested that things aren't quite that simple, inspiring the EMBL scientists to create a new technique to capture both the start and end points of single mRNA molecules. They now discovered that each gene could be transcribed into dozens or even hundreds of unique mRNA molecules, each with different boundaries.

This suggests that not only transcript abundance, but also transcript boundaries should be considered when assessing gene function. Altering the boundaries of mRNA molecules can affect how long they stay intact, cause them to produce different proteins, or direct them or their protein products to different locations, which can have a profound biological impact. Diversifying mRNA transcript boundaries within a group of cells, therefore, could equip them to adapt to different external challenges.

The researchers expect that such an extent of boundary variation will also be found in more complex organisms, including humans, where some examples are already known to affect key biological functions. The technology to measure these variations across the entire genome as well as a catalogue of boundaries in a well-studied organism are a good starting point for further research. "Now that we are aware of how much diversity there is, we can start to figure out what factors control it," points out Vicent Pelechano, who performed the study with Wu Wei. Wei adds: "Our technique also exposed new mRNAs that other techniques could not distinguish. It will be exciting to investigate how these and general variation in transcript boundaries actually extend the functional capacity of a genome."

Stocks end mixed but finish higher for the week

Stocks finished narrowly mixed in lackluster trading Friday, with the S&P 500 and the Nasdaq snapping their five-day winning streak, after a pair of weaker-than-expected economic reports did little to excite Wall Street.

Still, all three major averages finished in positive territory for the week, zigzagging between weekly gains and losses for the seventh time. The last time the Dow alternated between gains and losses seven times on a weekly basis was in December 2010.

The Dow Jones Industrial Average closed higher, led by Hewlett-Packard. The blue-chip index traded in a narrow 58-point range.

The S&P 500 and the Nasdaq finished slightly lower. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, ended below 14.

Among key S&P sectors, materials slipped, while consumer staples rose.

On the economic front, the Department of Commerce said first quarter gross domestic product increased just 2.5 percent, lower than expectations for at least 3.0 percent. In the long run it may not matter, though, to a market hooked on the $85 billion a month in liquidity the Federal Reserve is providing through asset purchases.

"GDP has historically been one of the economic releases with the largest impact on bond and equity markets. However, since the start of the crisis most economic data have had a much larger market impact, while the effect of GDP surprises has faded," Goldman economists said in a note.

Also on the economic front, consumer sentiment eased in April to 76.4 from 78.6 in March, according to the Thomson Reuters/University of Michigan's final reading on the overall index as Americans remained concerned about their employment and financial prospects. Still, the latest reading topped expectations for 73.2, according to a Reuters survey.

Among earnings, Chevron reported earnings that beat expectations, but revenue suffered amid falling oil prices and lower refinery input. Still, shares edged higher.

Amazon.com posted earnings that exceeded Wall Street expectations, but shares declined as the online retailer forecast weak sales in the current quarter, raising worries about a slowing international business.

Starbucks slid after the coffeehouse giant posted revenue that fell slightly short of estimates. The company also handed in a weaker-than-expected current-quarter and fourth-quarter earnings guidance.

Elsewhere, the market got another sign that the housing sector is improving as homebuilder D.R. Horton reported earnings of 32 cents a share, nearly double analyst estimates of 19 cents, pushing shares sharply higher.

"For those that were counting on earnings to lift the market and individual issues higher, they are looking at the wrong 'line,'" wrote Eliot Spar, market strategist at Stifel Nicolaus. "Its revenue or lack of that is the big factor. Lower rates, buybacks and increased productivity are great for the bottom line but nowadays that influence is wearing thin."

"When lower than expected revenue meets momentum, and or stretched valuation it is not a pretty picture," he continued. "The Fed can't wave its magic wand far enough to boost real demand."

So far, just about 50 percent of S&P 500 companies have reported results, with 69 percent of firms topping expectations and 20 percent missing estimates, according to the latest data from Thomson Reuters. If all remaining companies report earnings in line with estimates, earnings will be up 3.8 percent from last year's first quarter.

Meanwhile, only 42 percent of companies have beaten their revenue forecasts. On average, sales have come in 2 percent below estimates.

JCPenney soared to lead the S&P 500 gainers after billionaire investor George Soros disclosed a 7.9 percent stake in the retailer. Separately, CNBC learned that Goldman Sachs has secured a $1.75 billion loan for the company. The loan would be backed by real estate, real estate leases and other assets.

AirDroid 20 update adds phone finder, camera access and cellular data use

If you're an Android user with a pressing need to transfer files from your phone to your computer (and vice versa), there's a good chance you've heard of AirDroid. The remote access tool, which has been widely available on the Play Store for ages, has finally received an update that makes it even more useful. First, a primer: AirDroid gives you the ability to access all of the files on your phone -- APKs, music, photos, videos and plenty more -- directly in a web app on your browser, which offers an Android-like user interface. You can view or download videos, pull up your contact lists and even send and receive messages, just as if you were using the phone itself.

Version 2.0, which has been in the works for several months, adds even more useful functionality. The update now gives you the ability to access your phone with a cellular data connection, whereas WiFi was the only option previously. It also throws in a "Find my Phone" feature, a remote wipe and a camera option that will let you see your phone's front or rear camera views -- as well as snap pictures remotely and store them directly on your computer -- without activating the display (a very useful feature in case your prized possession gets stolen). It also supports incoming call notifications, as well as the opportunity to initiate outgoing ones. Not bad for a free (ad-supported) app, so head to the link below to check it out.

(AP) ? A rare century-old U.S. nickel that was once mistakenly declared a fake has sold at auction for more than $3.1 million.

The 1913 Liberty Head nickel is one of only five known to exist. But it's the coin's back story that adds to its cachet: It was surreptitiously and illegally cast, discovered in a car wreck that killed its owner, declared a fake, forgotten in a closet for decades then declared the real deal.

It was offered for sale by four Virginia siblings at a rare coin and currency auction in the Chicago suburb of Schaumburg on Thursday, and sold for well over the expected $2.5 million.

The winning bidders were two men from Lexington, Ky., and Panama City, Fla., who bought the coin in partnership.

Suspect in Canada terror plot rambles in court appearance

TORONTO (AP) ? One of two men accused of plotting with al-Qaida members in Iran to derail a train in Canada became radicalized to the point that his father reached out to a Muslim support group for help and advice, a local religious leader said Wednesday.

Muhammad Robert Heft, president of the Paradise Forever Support Group Inc., a non-profit organization that provides support to Muslims in Canada, said Mohammad Jaser came to him several times citing concerns about the radicalization of his son.

"He came to me about his son saying he how concerned he was getting about the rigidness of his son and his interpretation of Islam. He was becoming self-righteous, becoming pushy, pushing his views on how much they (his family) should be practicing as a Muslim," said Heft.

Jaser's son Raed, 35 has been charged along with Chiheb Esseghaier, 30 with conspiring to carry out an attack and murder people in association with a terrorist group in their plot to derail a train that runs between New York City and Montreal.

Canadian investigators say the men received guidance from members of al-Qaida in Iran. Iranian government officials have said the government had nothing to do with the plot.

"His son was becoming overzealous and intolerant in his understanding of the religion," Heft. "Those are the telltale signs that can lead into the radicalization process."

The discussions took place between 2010 and 2011, while the father was renting a basement apartment in Heft's home in Markham, Ontario.

On Wednesday, the other suspect appeared briefly in court where he made a statement suggesting he did not recognize the court's jurisdiction.

Jaser had appeared in court Tuesday and did not enter a plea. The court granted a request by his lawyer, John Norris, for a publication ban on future evidence and testimony.

Both men were ordered to return to court on May 23.

"We are waiting for the disclosure and we will be defending against the charges," Norris said in a telephone interview on Wednesday.

Norris declined to comment when asked if he wanted his client's case separated from Esseghaier, who has spoken out twice in court despite being advised not to.

Police ? tipped off by an imam worried by the behavior of one of the suspects ? said it was the first known attack planned by al-Qaida in Canada. The two could be sentenced to life in prison if convicted.

The case has raised questions about the extent of Shiite-led Iran's relationship with al-Qaida, a predominantly Sunni Arab terrorist network. It also renewed attention on Iran's complicated history with the terror group, which ranges from outright hostility to alliances of convenience and even overtures by Tehran to assist Washington after the Sept. 11, 2001, attacks on the United States. Canadian police said this week they didn't think it was a case of state sponsored terrorism.

Law officials in New York with knowledge of the investigation told The Associated Press the attack was to take place on the Canadian side of the border. They are not authorized to discuss the investigation and spoke only on condition of anonymity.

Norris has questioned the timing of the arrests, pointing to ongoing debates in the Canadian Parliament over a new anti-terrorism law that would expand the powers of police and intelligence agencies.

Norris has noted Jaser was a permanent resident of Canada who has lived there for 20 years. Norris refused to say where Jaser was from, saying that revealing his nationality in the current climate amounted to demonizing him.

Canadian police have declined to release the men's nationalities, saying only they had been in Canada a "significant amount of time." But a London-based newspaper Al Arab reported Wednesday, citing unnamed sources in the Gulf, that Jaser is a Jordanian passport holder with full name Raed Jaser Ibrahim Amouri, who had visited the UAE several times and most recently in September 2011. The newspaper reported that the suspect also visited other Gulf countries including Qatar and Saudi Arabia. It was not possible to independently confirm the report.

Esseghaier, in a profile on a university department website ? which has since been removed ? says he was born in Tunis, Tunisia.

The investigation surrounding the planned attack was part of a cross-border operation involving Canadian law enforcement agencies, the FBI and the U.S. Department of Homeland Security. Canadian police said the men never got close to carrying out the attack.

The warning first came from an imam in Toronto, who in turn was tipped off by suspicious behavior on the part of one of the suspect.

Apple will have to pay three Chinese authors a total of $118,000 for stocking their books in its App Store without a proper say-so, according to China Daily. A court ruled that it was Apple's job to verify that third-party uploads met copyright requirements and that it had the means to do so since all the books in question were best-sellers. Apple's attorney declined to comment, but the court also suggested that similar online retailers should learn from the case "and improve their verification system" -- bringing perhaps another headache to would-be e-book stores in that nation.

Senators stall Internet sales tax bill

WASHINGTON (AP) ? A handful of senators from states without sales taxes are blocking a bill that would tax Internet purchases.

They don't have enough support to kill the bill, but they can delay a final vote until Friday ? or even this weekend ? if senators don't reach an agreement to vote earlier.

The bill would empower states to require online retailers to collect state and local sales taxes for purchases made over the Internet. Under the bill, the sales taxes would be sent to the states where a shopper lives.

Sen. Ron Wyden, D-Ore., is leading the fight against the bill. Oregon, Montana, New Hampshire and Delaware have no sales taxes, though the two senators from Delaware support the bill.

"It's coercive. It requires a number of states to collect the taxes of other states thousands of miles away against their will," Wyden said in an interview. "It's discrimination because this forces some people online to carry out responsibilities that brick and mortar retailers do not have to do."

Wyden said the bill also gives an advantage to foreign retailers. Supporters say the bill treats foreign retailers the same as domestic ones, but opponents question the ability of states to enforce state tax laws on companies based in other countries.

The bill has already survived two procedural votes this week, getting 74 votes in favor each time. If senators don't reach an agreement to vote earlier, Senate Majority Leader Harry Reid, D-Nev., threatened to hold a vote shortly after midnight Friday morning to end the debate.

The Senate is scheduled to go on vacation next week, and Reid vowed to pass the bill before senators leave town.

"One way or another, we will finish work on this measure before we leave," Reid said.

Wyden said he doesn't want to inconvenience senators eager to go home. But, he added, "I don't want to have our constituents rolled over in the process."

Under current law, states can only require stores to collect sales taxes if the store has a physical presence in the state. As a result, many online sales are essentially tax-free, giving Internet retailers an advantage over brick-and-mortar stores.

Supporters say the bill is about fairness for local businesses that already collect sales taxes, and lost revenue for states. Opponents say the bill would impose complicated regulations on retailers and doesn't have enough protections for small businesses. Businesses with less than $1 million a year in online sales would be exempt.

Many of the nation's governors ? Republicans and Democrats ? have been lobbying the federal government for years for the authority to collect sales taxes from online sales.

The issue is getting bigger for states as more people make purchases online. Last year, Internet sales in the U.S. totaled $226 billion, up nearly 16 percent from the previous year, according to Commerce Department estimates.

The National Conference of State Legislatures estimates that states lost $23 billion last year because they couldn't collect taxes on out-of-state sales.

The bill pits brick-and-mortar stores like Wal-Mart against online services such as eBay. The National Retail federation supports it. And Amazon.com, which initially fought efforts in some states to make it collect sales taxes, supports it, too.

The bill also gets support from many Republicans who have pledged not to increase taxes. The bill's main sponsor is Sen. Mike Enzi, a conservative Republican from Wyoming. He is working closely with Sen. Dick Durbin, a liberal Democrat from Illinois.

Enzi and Durbin say the bill doesn't raise taxes. Instead, they say, it gives states a mechanism to enforce current taxes.

In many states, shoppers are required to pay unpaid sales taxes when they file state tax returns. But governors complain that few people comply.

Sen. Chris Coons, D-Del., said he supports the bill in part because tax-free Internet sales are eating into sales by Delaware retailers.

"In our region, we've long benefited from significant commercial sales from residents of Maryland, of New Jersey, Pennsylvania and elsewhere, who come to Delaware to shop because we're a tax-free state," Coons said. "Over time, the benefit of that has eroded as folks discovered that they could buy the same things online without paying sales tax from home."

He noted that the bill would not require anyone from Delaware to pay sales taxes.

The Fujifilm XF1 ($499.95 direct) is slim compact camera with a sexy retro design. Its chrome body is available with a tan, black, or red leatherette covering, and has a retractable lens with a manual zoom design. The 12-megapixel shooter's 2/3-inch CMOS image sensor is larger than those on competing cameras, and its photos show it. Even though its image quality is very good, it's not quite a match for our Editors' Choice high-end compact, the Sony Cyber-shot DSC-RX100, which features a huge 1-inch sensor. But if you're a fan of the XF1's looks, you'll be happy to know that it's a solid performer in its own right.

Design and Features
The pocket-friendly 7.9-ounce XF1 measures about 2.4 by 4.2 by 1.2 inches when its lens is collapsed. It's pretty similar in size to the enthusiast-focused Ricoh GR. The 2.4-by-4.6-by-1.4-inch, 8.6-ounce GR packs a bigger image sensor, but its wide-angle 28mm lens doesn't offer any zoom.

The XF1's lens is a 4x zoom design, covering a 25-100mm (35mm equivalent) field of view with a variable aperture that starts at f/1.8 when zoomed out, but dwindles to f/4.9 when zoomed all the way in. It's just a bit wider than the 28-112mm zoom of the Sony RX100, another lens that ranges from f/1.8-4.9. The small aperture when zoomed in is a bit disappointing, but is likely a compromise that is necessitated by the XF1's small design and big image sensor. The Olympus XZ-2 features a slightly smaller 1/1.7-inch image sensor and is a thicker camera, but its 4x (28-112mm) zoom lens manages an f/1.8-2.5 aperture; that means that it captures about four times the light as the XF1 when both are zoomed all the way in.

One concern to discreet shooters: The XF1's lens makes a good deal of noise when you turn the camera on or off. It's not loud enough to hear over background noise when shooting out on the street, but if you're trying to snap a quiet photo in a theater or gallery, it could be distracting.

It doesn't have as many physical control buttons and dials as you get on other enthusiast compacts, but the XF1 is no slouch. Up top you'll find a standard mode dial, the shutter release, and the programmable Function button. Around back, you'll find two control wheels, a Movie button, and dedicated controls to adjust exposure compensation, enable macro shooting, set the self-timer, and control the flash output. There's also the E-Fn button, which brings up an overlay menu on the rear display that assigns a new function to six of the rear control buttons. Each of these functions can be customized via the menu.

The rear LCD, which you'll need to use for image framing and review, is 3 inches and features a 460k-dot resolution. It's quite bright, but not as sharp as the 614k-dot OLED display found on the Samsung EX2F. It's still adequate, and will let you confirm focus, it's just not quite as impressive as a sharper screen would be.

You can't add an EVF like you can with the Panasonic Lumix DMC-LX7. There's no hot shoe, so you can't add an external flash. If you're looking for a similar camera with more expansion options, consider the Canon PowerShot G15 or another X-series camera, like the Fujifilm X20; each features hot shoe expansion and a built-in optical viewfinder.

South African aviator dies

JOHANNESBURG (AP) ? South African officials say Laurie Kay, an aviator best known for flying a Boeing 747 passenger jet low over a Johannesburg stadium before the final of the 1995 Rugby World Cup, has died.

The South African National Parks service says Kay died Wednesday from a suspected heart attack in Kruger National Park, where he flew helicopters on anti-rhino poaching patrols. He was 67.

Kay was a South African Airways pilot when he flew a jet over Ellis Park stadium at the start of the 1995 rugby final between South Africa and New Zealand. South Africa won the match in what was a unifying moment for a country that had recently emerged from white racist rule.

The flyover was depicted in "Invictus," a 2009 movie about South Africa's rugby victory.
